How do I put a newsletter on my site?

There are several ways you can accomplish this.

One way you can do this is to use the Syndication manager and use the same steps as you would for creating a blog.  This would allow your visitors to subscribe to your newsletter and get the updates in their RSS reader of choice or even through email.

A second way you can do this is to upload your newsletter document such as a PDF or Word file to My Files.  Then link to the newsletter document.

A third way is simply creating a new page or resource and typing out (or copying and pasting) the newsletter contents in the editor content area.  You can only copy and paste text (no images).  If the newsletter is laid out in a program like Publisher or if it contains multiple textboxes, copying and pasting will take a significant amount of time and may require the use of a table on the page in your site in order to get the appearance of "text boxes".  In this case, it would be best to use a PDF converter program (there are many free ones available on the internet) to convert the file to PDF format and then use the second approach listed above.
